We are pleased to present the 24th Issue of the International Journal of Civil Service Reform and Practice. This edition features two sections: the first presents articles and commentaries on gender issues in civil services across Central Asia, while the second highlights studies on motivation, recruitment, and participatory governance in the public sector.
The first article by Azhar Zholonbaeva from the Kyrgyz Republic explores gender parity in public administration, focusing on imbalances within representative bodies and the civil service. It analyses the distribution of power between men and women and offers recommendations to advance gender equality in the public sector.
Fariza Ergasheva’s article examines gender challenges in Tajikistan’s civil service. Despite legal efforts to promote equality, women continue to face barriers to career advancement. The article suggests that deeper educational, legal, and cultural reforms are required to support women, youth, and other marginalized groups.
Next, Aigul Sadvokassova and Aitzhamal Amanzholova provide an insightful study on the role of women in Kazakhstan’s digital transformation of the public sector. Their case-based analysis highlights how women managers lead innovative projects and shape citizen-focused digital services, despite underrepresentation in top positions.
Zalila Rozyeva from Turkmenistan discusses the transformation of leadership in modern society, with a focus on women leaders. The article explores how changing social and organizational expectations affect women’s leadership opportunities and how inclusive practices can be promoted.
Farangiz Avazbekova shares Uzbekistan’s experience in promoting women’s leadership in public administration. Highlighting national strategies and regional cooperation, she showcases practical steps taken to advance gender equality and build future female leaders in the civil service.
In the commentary section, Leyla Omirova reflects on gender equality as a cornerstone of democratic development in Turkmenistan. She outlines key national policies and international commitments supporting equal opportunities for women in all areas of life.
Ogultach Soyunova also focuses on gender equality in Turkmenistan, emphasizing awareness-building efforts, legal reforms, and the role of media and educational campaigns in shaping inclusive governance.
The second section of this issue begins with an article by Aksana Panzabekova and Damir Fazylzhan, who analyse motivational mechanisms in Kazakhstan’s civil service. Using empirical data and established psychological theories, they examine how job satisfaction, career prospects, and emotional well-being influence public servant performance.
Finally, Arman Absimetov with his colleagues examines the effectiveness of public councils in Kazakhstan. Their research identifies systemic challenges and proposes practical solutions to enhance citizen engagement and improve the “Listening State” model of governance.
We hope that you will find this issue enriching and insightful, as it reflects both the ongoing challenges and the evolving solutions within civil service systems across the region.
