The International Journal of Civil Service Reform and Practice (IJCSRP) relies on the expertise and professionalism of its reviewers to maintain the quality, integrity, and credibility of scholarly publishing. Peer review plays a fundamental role in ensuring that published manuscripts meet high academic, ethical, and professional standards.

IJCSRP operates a double-anonymous (double-blind) peer-review system, in which neither authors nor reviewers know each other's identities throughout the review process.

Reviewers are expected to conduct reviews objectively, independently, confidentially, and in accordance with the Committee on Publication Ethics (COPE) Ethical Guidelines for Peer Reviewers.

Before Accepting a Review Invitation

Please accept a review invitation only if:

• the manuscript falls within your area of expertise;
• you can provide an objective assessment;
• you are able to complete the review within four weeks;
• no conflict of interest exists.

If you are unable to review the manuscript, please decline the invitation promptly so that another reviewer may be invited.

Conflict of Interest

Do not accept a review if you have:

• collaborated, co-authored, or had a close professional relationship with any of the authors during the previous three years;
• personal or family relationships with any author;
• institutional affiliation that may compromise impartiality;
• financial interests related to the manuscript;
• professional rivalry or competition;
• any other circumstance that could affect your independent judgment.

If uncertain, consult the Editor-in-Chief before accepting the review.

Confidentiality

All manuscripts received for peer review are confidential documents.

Reviewers must not:

• share manuscripts with colleagues;
• distribute manuscript files;
• discuss manuscript content outside the review process;
• use unpublished information in their own research;
• retain copies after completion of the review.

The obligation of confidentiality continues after the review process has ended.

Conducting the Review

Reviewers should evaluate the manuscript fairly, objectively, and professionally.

The review should focus on the scientific quality of the work rather than the identity, nationality, institutional affiliation, gender, political views, or other characteristics of the authors.

Comments should be constructive and supported by clear scientific reasoning.

Evaluation Criteria

Please assess the manuscript using the following criteria.

Relevance

• Does the manuscript fall within the aims and scope of IJCSRP?
• Is the topic relevant to civil service reform, governance, public administration, public sector HRM, ethics, or anti-corruption?

Originality

• Does the manuscript contribute new knowledge or share country/regional experience or lessons learnt?
• Does it advance existing theory or practice?
• Is the contribution sufficiently significant for theory or practice?

Literature Review. Consider whether:

• relevant international literature has been reviewed;
• recent publications have been considered;
• theoretical foundations are appropriate.

Methodology. Evaluate whether:

• research questions are clearly defined;
• methods are appropriate;
• data are adequate;
• analytical techniques are correctly applied;
• limitations are acknowledged.

Results. Determine whether:

• results are clearly presented;
• tables and figures are informative;
• interpretations are supported by evidence.

Discussion. Assess whether:

• findings are interpreted appropriately;
• conclusions follow logically from the results;
• implications for research and practice are discussed.

Practical Contribution. Since IJCSRP is a practitioner-oriented journal, reviewers should consider whether the manuscript provides meaningful recommendations for policymakers, civil servants, or public administration practitioners.

Presentation. Evaluate logical organization; clarity of writing; language quality; references; compliance with journal formatting requirements. Minor language deficiencies alone should not justify rejection if the scientific contribution is sound.

 

Preparing Your Review Report

A high-quality review normally contains:

Summary

Provide a brief summary of the manuscript in two or three sentences.

Major Comments. Identify issues that substantially affect scientific quality, including originality; methodology; analysis; interpretation; conclusions.

Minor Comments. Provide recommendations regarding organization; wording; references; tables; figures; grammar or style. Comments should be specific enough for authors to revise the manuscript effectively.

Editorial Recommendations. At the conclusion of the review, please recommend one of the following:

• Accept.
• Accept with Minor Revisions.
• Major Revisions Required.
• Reject with Invitation to Resubmit as a New Manuscript.
• Reject

Recommendations should be consistent with the comments provided in the review report. The final publication decision is made by the Editor-in-Chief.

Publication Ethics

Please notify the Editorial Office if you suspect:

• plagiarism;
• duplicate publication;
• fabricated or falsified data;
• manipulated figures or images;
• unethical research practices;
• inappropriate authorship;
• undisclosed conflicts of interest.

Reviewers should not investigate misconduct independently but should provide sufficient information for editorial assessment.

Use of Artificial Intelligence by Reviewers

The Journal is committed to preserving the confidentiality, integrity, and independence of the peer-review process.

Reviewers must not upload manuscripts, supplementary files, datasets, figures, tables, or review materials to publicly available generative AI systems. Peer-review reports must reflect the reviewer’s own independent assessment. Detailed requirements are provided in the Journal’s Policy on the Use of Artificial Intelligence.

After Submitting the Review

After submitting the review, reviewers may be contacted by the Editorial Office to clarify specific comments.

If reviewers become aware of information that may affect their recommendation after submission, they should immediately notify the Editorial Office.
