We are pleased to present the 18th issue of the International Journal of Civil Service Reform and Practice, published by the Astana Civil Service Hub. This issue brings together research and practical insights from scholars and practioners in Qazaqstan, addressing key areas of leadership, civil service recruitment, and regional development policy.
The opening article by Gulmira Raissova, Chairperson of the Association of the HR Managers of Qazaqstan, examines leadership styles in Qazaqstan’s organisations. Drawing on survey and interview data, the study explores the evolving value-cultural model of leadership, highlighting sectoral differences and a gradual shift toward more democratic and participatory leadership approaches. The findings underline the importance of continued development of leadership competencies to meet the demands of a changing organisational environment.
In the second article, Aidana Tuleshova as a practitioner and Dr. Gulimzhan Suleimenova as an expert from the ACSH jointly explore the selection process for the civil service in Qazaqstan. Based on the analysis of regulatory frameworks and survey results, the authors identify key challenges in attracting and assessing candidates for public sector roles. They propose a set of practical recommendations, including the introduction of a dedicated digital platform and a competency matrix for HRM specialists, aimed at enhancing transparency and effectiveness in recruitment.
The final article by Prof. Almakul Abdimomynova, Qyzylorda State University, focuses on the improvement of state support mechanisms for regional investment projects. The study identifies spatial asymmetries and systemic shortcomings in the project selection and monitoring processes. In response, the author proposes a structured model based on a hierarchical, criteria-based assessment system to strengthen policy coherence and impact at the regional level.
We trust that the research presented in this issue will contribute to ongoing deliberations and reforms in the field of public administration and inspire further inquiry and collaboration across institutions in Qazaqstan and beyond.
