Abstract

This paper discusses the development of Human Resource Management (HRM) in Tajikistan’s civil service, highlighting the transition from reform to development. It explores the challenges posed by geopolitical, economic, and technological shifts, and emphasizes the importance of enhancing the skills and professionalism of civil servants. The Academy of Public Administration plays a critical role in training and developing HR systems to meet modern demands, with a focus on merit-based recruitment, continuous learning, and the alignment of personal and organizational goals.
