Abstract

It is the quality of governance and institutions that needs a closer look when one attempts to understand the trajectory of a country’s efforts towards sustainability. Thus, this paper takes the personnel management in civil service and its underpinning institutional (public administration) reforms as subjects of investigation when taking certain post-Soviet countries as case studies. The transition to market economy, social reforms, public administration and civil service reform and the fight against corruption will be the points of comparison for each country studied with the time period starting from the early nineties to present.
