The editorial policy and ethical standards for scientific publication in this journal are guided by the ethical principles outlined in the "Guidelines on Principles of Ethical Publication for Journal Editors" provided by the Committee on Publication Ethics (COPE). These guidelines include the following essential requirements:

 Article:

  • The article must not be published or under review elsewhere at the time of submission.
  • The article must present the results of original research.
  • It must reflect the authors' own work, and all authors should be in agreement with the publication in this journal and its authorship order.
  • The citation list should only include peer-reviewed sources that were directly used during the research, and all references must be clearly indicated.

Authors:

By submitting the manuscript, the author(s) guarantee that they have not violated any copyright laws or publication ethics. Authors also grant the publisher of the Journal exclusive rights to:

  • Reproduce the article (publish, publicize, duplicate, etc.) in any format without limitations on the number of copies.
  • Distribute the article by any means, ensuring that the author's name(s) are included in all copies.
  • Include the article in a composite publication or collection.
  • Publicize the article.
  • Use the article's metadata (title, authors' names, annotations, bibliographic materials, full text, etc.) for dissemination, processing, and inclusion in various databases and information systems, including full-text versions of the article.

The use of rights to the article is not restricted to any specific territory. The author(s) also agree to the article being made available in open access on the journal’s website once the manuscript is accepted and the printed issue is distributed to libraries and institutions.

Furthermore, the author(s) consent to the journal publisher storing and processing their personal data (e.g., name, education, workplace) for an unlimited time period, to be used in various databases and reports. This data may also be used for establishing relationships between works of science, literature, and art.

The author(s) bear full responsibility for any unauthorized use of intellectual property in their article, as per the current legislation of the Republic of Kazakhstan.

The author(s) consent to the journal publisher checking their manuscript for plagiarism and any other violations of publication ethics.

The author(s) authorize the editorial board to edit the manuscript scientifically and literarily without altering its essential content, review it, and suggest necessary corrections. The manuscript will only be published after the author(s) make the required amendments.

The author(s) acknowledge the editorial board’s right to reject the manuscript if its format, content, or ethical compliance does not meet the journal’s standards or violates legal regulations.

The author(s) declare no conflicts of interest with other scientists or the editorial board. In the event of a conflict of interest, the author(s) must disclose it and identify any individuals who might not be able to objectively evaluate the manuscript.

The author(s) confirm their familiarity with the journal's editorial policy, which includes the review process, author guidelines, and publication ethics.

Reviewers:

The journal follows a double-blind review process, where the reviewer does not know the authors of the manuscript, and the authors do not know the reviewers. Each manuscript is reviewed by two reviewers.

Rights of Reviewers:

  • Request an abstract of the manuscript before the full review.
  • Refuse to evaluate the manuscript after reading the abstract or the full anonymized text.
  • Decline to review a manuscript if the reviewer is not an expert in the subject matter.

Responsibilities of Reviewers:

  • Treat the manuscript as a confidential document.
  • Provide an objective, reasoned assessment of the manuscript.
  • Maintain confidentiality regarding information or ideas gained during the review process.
  • Avoid participating in the review of manuscripts where conflicts of interest exist.
  • Refrain from using material from the manuscript in their own publications.

For the Editor-in-Chief:

Rights:

  • Propose improvements to the editorial office's operations.
  • Review draft decisions related to editorial activities.
  • Make decisions regarding the day-to-day operations of the editorial office.
  • Participate in collegial management bodies that address the organization of the editorial office.

Responsibilities:

  • Develop a strategy for the publication's growth.
  • Manage the editorial team.
  • Edit articles prepared for publication.
  • Send manuscripts for editing and review.
  • Prepare materials for printing.
  • Write reports on the editorial office’s activities.

Members of the editorial board are expected to:

  • Actively participate in editorial board meetings, expressing their agreement or disagreement with reviewers' decisions on submitted articles, and contribute to decisions regarding the content of the journal’s issues.
  • Evaluate manuscripts impartially, without bias toward the author(s) based on gender, nationality, religion, or any other personal characteristic.
  • Refrain from using materials submitted for publication in their own work or in the work of any other editor, reviewer, or staff member involved in the manuscript process.
  • Decline to consider any materials for publication where a conflict of interest exists, and require authors to disclose any potential conflicts of interest.

Any ethical misconduct by authors, editors, or reviewers not explicitly addressed above will be handled in accordance with the guidelines of the Committee on Publication Ethics (COPE).
