This issue of the International Journal of Civil Service Reform and Practice presents three thought-provoking articles that reflect Kazakhstan’s evolving efforts to enhance public service delivery through data-driven governance, citizen engagement, and systemic monitoring.

The first article, by Raul Nugis and Virgo Riispapp of KPMG Baltics, provides a comparative analysis of Kazakhstan’s open data policy and platform, benchmarking them against leading international practices in the European Union, Canada, and Estonia. The authors explore not only the policy architecture but also the broader implementation ecosystem, offering practical insights based on technical evaluations and civil servant surveys. Their findings propose actionable recommendations for expanding the role of open data in addressing national challenges.

In the second article, Dr. Botagoz Rakisheva and her colleagues from Kazakhstan present a comprehensive methodology for public monitoring of socially significant services. Developed as part of a project commissioned by the Astana Civil Service Hub, the framework draws from decades of international practice and features participatory tools such as Citizen Report Cards and Social Audits. By blending qualitative and quantitative approaches, the methodology ensures that citizen feedback plays a central role in evaluating service quality.

The third contribution, authored by Dr. Gulmira Dzhangaziyeva of the Astana Civil Service Hub, highlights a foundational principle of effective governance: what cannot be measured cannot be managed. Her article examines systemic challenges in assessing the quality of public services under Kazakhstan’s “Law on Public Services” and outlines proposals to improve monitoring practices, institutional accountability, and policy responsiveness.

Together, these articles offer timely and valuable perspectives for policymakers, practitioners, and scholars committed to public sector transformation. They underscore the importance of embedding open data, participatory oversight, and evidence-based management into the core of civil service reform.
